    MANAGEMENT, QUALITY, AND SOCIAL TRANSFORMATION

Crucial importance is currently attached to supporting the activities of non-governmental higher education institutions and creating extensive opportunities for them. This aims to expand the enrollment of youth striving for knowledge and to cultivate an environment of healthy competition. This factor serves as a cornerstone on the path toward achieving the set objectives. The "T-5" Principle The Presidential Decree dated May 24, 2024, "On Additional Measures to Improve the System of Higher Education, Science, and Innovation," defined the "T-5" principle, which outlines the following core mandates: education (ta'lim), upbringing (tarbiya), research (tadqiqot), commercialization (tijoratlashtirish), and system improvement (tizimni takomillashtirish). Indeed, the essence of higher education must not be confined merely to the delivery of knowledge; it further encompasses upbringing, the generation of new knowledge, its practical implementation, and the continuous advancement of the system. Constructing a modern educational environment for the youth, fully aligning graduates with labor market demands, nurturing responsible and socially beneficial individuals, generating new knowledge and solving problems effectively, fostering innovation, and transforming scientific outcomes into products and services constitute the overarching priorities of New Uzbekistan’s policy. The professors, instructors, and students of Bukhara Innovation University are making a meritorious contribution to this process. Operating since 2022, this university has been consistently elevating its prestige across the Bukhara and Syrdarya regions. Within a brief span, nearly 400 jobs have been generated, dozens of doctors of sciences have emerged, and numerous articles have been published in reputable international journals. Most significantly, higher education opportunities have been extended to over 10,000 young individuals. Among them are talented youths who, due to various circumstances, had remained outside the higher education framework or encountered hardships while studying abroad. In 2017, the higher education enrollment rate in our country stood at a mere 9%, and candidates were routinely excluded from the system due to a marginal deficit in entrance scores. Driven by admission constraints, our youth either migrated abroad for employment or spent several years of their lives stranded in applicant status. Another adverse dimension was that students, constrained by their scores, enrolled in fields that did not align with their interests, wasting time and capital, only to abandon those professions upon graduation. "As long as they get a diploma, the rest will sort itself out..." Today, our country provides all necessary conditions for the education and comprehensive development of the youth. New non-governmental higher education institutions have entered into healthy competition with state universities that possess decades of experience. However, ensuring that quantitative growth does not jeopardize qualitative standards has emerged as a critical item on today’s agenda. Nevertheless, there is no shortage of youths—and parents financing their children’s education—who, having just graduated from high school, disregard the value of collective development within a community of like-minded peers. Failing to prioritize the acquisition of professional knowledge, practical skills in their chosen majors, foreign languages, and computer technologies, they approach us with the rationale: "I have provided the means for my child; they need to work and earn money. The main thing is to get a diploma, and the rest will sort itself out." The state has established vast avenues for higher education; consequently, no one is compelled to settle for a low-threshold field instead of their preferred profession. Options are abundant, super-contracts are rendered obsolete, and making an informed choice is all that is required. Our citizens must now profoundly grasp a fundamental premise: under a bilateral contract, the learner provides the tuition, and the educational institution is obligated to cultivate them into an indispensable, competitive asset for our society. One must demand qualitative education from the institution, rather than a diploma for its own sake! We face another formidable challenge within the contemporary higher education ecosystem. The surging student population exposes managerial inexperience within certain educational entities. My experience of over 35 years in the higher education system, coupled with my accountability as a Doctor of Pedagogical Sciences, has compelled me to address these specific systemic dynamics. What Form Should a Modern University Take? I shall illustrate my perspective using Bukhara Innovation University, which I lead, as a case study. Delivering exceptional graduates to society necessitates, first and foremost, the assembly of a formidable team. Accordingly, the recruitment framework for our faculty and staff has been thoroughly digitalized. Vacancies are filled by screening candidates against rigorous qualification benchmarks, followed by mock teaching sessions in their respective specialties and a conclusive interview. A performance agreement is executed with every employee. Aligned with the university's overarching goals, Key Performance Indicators (KPIs) are instituted for every professor, instructor, and staff member. This framework guarantees an objective evaluation of performance outcomes, incentivizes best practices, and systematizes institutional advancement. The "BIU Electronic University" platform has been successfully deployed. A unified digital infrastructure has been operationalized to digitize the administrative matrix, the instructional workflow, the information-resource center, and document management. This configuration facilitates the electronic governance of administrative workflows. Satellite to be Launched from Muynak Town Bukhara Innovation University projects a comprehensive transition to the "University 5.0" archetype by 2030. This paradigm unifies education, science, innovation, the commercialization of research output, and artificial intelligence integration into a cohesive whole. The foundational architecture of the model is expressed as follows: University 5.0 = Education + Science + Innovation + Commercialization + Artificial Intelligence. Consequently, the university will manifest as an intellectual and cultural epicenter, a crucible for human capital tailored to societal and economic exigencies, and a prime mover of regional and national development. The educational delivery within our institution is anchored in the "competence – practice – digital skill" nexus. Strategic modernization is currently underway across all disciplines. Primarily, supreme emphasis is dedicated to instructing students utilizing original literature. If a student fails to engage with the library, it reflects the instructor's inability to guide them there. To counteract this, a network of olympiads and competitions centered on reading original literature in specialized disciplines has been established across cohorts, departments, and university-wide. The strategy of student incentivization assumes paramount importance in this regard. Our faculty is mandated to scale up project-based assignments, simulations, Blended Learning and Flipped Classroom models, interdisciplinary practical contests, and independent study modules. These indicators are subjected to ongoing analytical review. The university features a dedicated Artificial Intelligence Laboratory. Collaborations have been forged with a cohort of scholars from prestigious universities in China, South Korea, Turkey, and Iran. The Artificial Intelligence & Digital Innovation Lab spearheads the engineering of AI-driven solutions for instructional, scientific, and administrative processes. It actively integrates students and researchers into applied AI initiatives and accelerates the institutional digital transformation. Talented students are selectively inducted into the AI Lab. Currently, in partnership with the "Uzcosmos" Agency and the Ministry of Defense, they are executing a large-scale project to launch an artificial satellite to an altitude of 40 kilometers. The project's unveiling is scheduled for June this year, with the satellite launch slated to take place from the town of Muynak in Karakalpakstan. The student evaluation metrics have been migrated to a Learning Management System (LMS) platform, cementing objectivity and transparency in grading. Beyond attending on-campus sessions twice a year, distance-learning students utilize the digital platform year-round to study and master the curriculum prescribed for subsequent semesters. A 4-Million-Dollar Investment To date, our university has established academic, scientific, and cultural alliances with over 50 renowned higher education institutions globally. Notably, 13 of these partners are ranked within the TOP-1000 of the QS World University Rankings. Our network encompasses premier institutions in the United Kingdom, South Korea, Latvia, the Netherlands, Malaysia, Indonesia, Turkey, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan. Specifically, an agreement has been executed with Universitas Muhammadiyah of Indonesia to inject 4 million USD in investment and institute joint educational programs in the medical field. A prominent logistics corporation has selected our university as its strategic human resource hub, recruiting students with proficient English language skills into positions featuring competitive compensation packages. Furthermore, an academic partnership program is underway with The Hague University of Applied Sciences (Netherlands), facilitating a robust faculty exchange mechanism. Dutch counterparts deliver lectures at our campus, while our professors conduct instructional sessions at The Hague University. For two consecutive years, our students have actively competed in the International Mathematics Olympiad for university students, securing silver and bronze medals for our nation. Dozens of our student-athletes have triumphed as world champions in sports competitions, earning vouchers that accord tuition discounts. Simultaneously, Bukhara Innovation University is piloting a distinctive initiative to institute a continuous education cluster. The Bukhara Innovation Academy, embedded within this cluster, focuses on enhancing pupils' competencies in foreign languages, natural sciences, robotics, IT, and AI. Concurrently, it embeds practical vocational training in craftsmanship, apparel design, 3D modeling, national trades, and creative design. Broadly conceived, the university commands a distinguished standing within Uzbekistan’s higher education ecosystem by virtue of its strategic objectives, innovative governance matrix, and development roadmaps. At this juncture, we put forward several policy recommendations. We deem the formulation of a dedicated state initiative to support high-performing non-governmental universities highly expedient. It is critical to introduce a mechanism for targeted assistance to non-governmental educational entities, selected on the basis of quality metrics, administrative transparency, and graduate employability. Such an initiative should feature competitive, co-financed funding for laboratories, digital infrastructure, library holdings, startup incubators, and scientific research. This paradigm will qualitatively fortify the non-governmental sector and amplify its utility in human capital cultivation. Non-governmental universities must engineer avenues for faculty development. Specifically, internships, collaborative research ventures, doctoral fellowships, and pedagogical and digital upskilling initiatives are of vital importance. We recommend instituting minimal scientific criteria for LMS platforms, which must encompass electronic course delivery, grading systems, analytics, feedback loops, and data security protocols. The formulation of a regulatory and methodological framework governing the responsible deployment of artificial intelligence in education is imperative. This will safeguard academic integrity and optimize instructional efficiency. It is highly desirable to streamline the bureaucratic process for authorizing new majors within stable non-governmental universities, thereby fostering their agile expansion. Implementing an "approval-by-notification" mechanism for new educational tracks will afford universities enhanced flexibility in operational planning. The Foundation of My 40-Year Experience Drawing upon our extensive institutional memory and recognizing the profound significance of elevating educational quality, we assert unequivocally: the novelty of an educational institution or its private-sector configuration provides no license for rationalizations such as "they are permitted to falter; errors will be rectified over time." The youth we instruct today cannot afford to re-enroll tomorrow while our expertise matures; we confer diplomas upon them today. Emerging universities must incorporate seasoned professionals into their leadership and instructional frameworks. They must operationalize global best practices and fortify their market posture in generating competitive human capital. Ministries and regulatory authorities should discard the "state" versus "non-governmental" nomenclature regarding universities. They must enforce uniform standards, accord equitable opportunities, and deploy robust measures for the holistic advancement of all universities.

The procedure for transferring students from foreign and non-state higher education institutions to state universities has been updated.

Government Resolution No. 299, dated June 11 of the current year, approved the administrative regulations for the provision of the public service titled "Transfer of Students from Foreign and Non-State Higher Education Organizations to State Higher Education Organizations." According to the document, the Agency for Assessment of Knowledge and Qualifications has been designated as the authorized state body in this area. Students may submit applications annually from July 15 to August 5 through the Unified Interactive State Services Portal (UISSP), the agency's dedicated electronic platform, or public service centers. Grounds for rejection of an application include: submission of an incomplete set of documents, discovery of inaccurate or falsified information, as well as failure to make the required payment on time. Submitted documents will be reviewed from July 15 to August 6, after which a decision on acceptance or rejection of the application will be made. Students will be notified of the decision via the UISSP or the dedicated platform. In addition, QR-coded examination results related to the transfer process will be provided to applicants within one week of the completion of the examinations. It is worth noting that it was previously announced that students who completed their education in a foreign language in Uzbekistan would not be required to provide a foreign language certificate at the next stage.
